Since even members of the german government had been annoyed about
the use of turkish air bases (for example state secretary Genscher).
And as the air bases had been in use for at least two days when
information about this was released to the public and the turkish
parliament by the turkish government. There has been consultations
between USA and Turkey about this, sure. But it should have been
a NATO decision.
