Nonsense.  This claim is ludicrous.  Europe is full of culture.  :-)
But more to the point, your argument is ridiculous, as it presupposes
that culture is necessarily monolithic and undifferentiated.  That is
simplistic hogwash.  If you proceed down that path, then there is no
European culture, there is no French culture, there is no Parisian
culture, there is no culture beyond the individual, and even there we
are all of two minds.  You can thus prove that there is no such thing
as culture at all.
