	Shri Janaki Ballav Patnaik was born on January 3, 1927. He has
 a degree in Sanskrit and a graduate degree in Political Science from
 Utkal University. He was an eminent student leader during the Freedom
 movement and has been active in the Indian politics since then. He has
 served as the minister of state, Defence, and as a Union Minister
 Tourism, Civil Aviation and Labor. He was sworn in as Chief Minister
 of Orissa in June 1980. Mr. Patnaik steered Congress Party to victory
 in 1995 and was sworn in as Chief Minister for the third time in March
 1995. He is a member of the Congress Working Committee and the
 President of Orissa Pradesh Congress Committee.
        Mr. Patnaik is widely known for his outstanding contribution to 
 journalism and Oriya literature. Mr. Patnaik was conferred "Pragyan 
 Bachaspati" (Honorary D. Litt) by Shree Jagannath Sanskrit University, 
 Puri. He was also conferred D. Lit honoris causa by Rashtriya Sanskrit
 Sansthan, Tirupati.

> the context of current economic policies & political developments.
