Maybe I am in the same boat. But, first the background:

System: Pentium4, 1.9GHz, Redhat 8.0, kernel: 2.4.20-20, running firewall.

Location: Montreal downtown.

Internet connection:
Sympatico High Speed edition (also called basic?) with a gray Nortel 
modem, started last year July sometime.

When I download stuff (I usually use Mozilla for download, gftp 
sometimes too), I have never seen speeds higher than around 100KB/sec. 
For example, (I tried finding ftp sites in McGill, here is one that has 
stuff in it) from ftp://ftp.cim.mcgill.ca/pub/3d/ if I download the big 
file "cvgip93a.ps", Mozilla doesn't go beyond 100.5KB/s. If some of you 
are able to get it at a higher speed, please let me know.

I noticed that at one of my friend's place he was getting speeds of 
around 160KB/s (as reported by Mozilla download box). He got Sympatico 
service only recently. I called up Sympatico and the technician said 
that either my Nortel modem is an older one, or my area has some 
technical limitations (?) or my friend has a better service (which costs 
more). I *know* he has the same service as me, and the "technical 
difficulties in my area" kind of doesn't make much sense because my 
friend lives in my neighboring block. I explained this and reminded him 
that Sympatico had promised to give me upgrades of modems whenever they 
got any -- the actual reason, they had claimed, I *cannot* buy the modem 
from them! So it ended with that I must first confirm what my modem is 
and then I should call them again.

That was a few days ago and this thread just gave me an opportunity to 
share this with you all. Maybe it is time to demand an upgrade or 
terminate the service and switch to a better one.
