phone wiring not done by Bell?

Has anyone ever had any phone wiring done by anyone besides Bell?  An 
individual, a private contractor, etc.?  

I just got off the phone with Bell, and before quoting me their 
outrageous rates, the rep was quick to point out that you can do the 
work yourself, or have it done by whoever you like (instead of having 
Bell do it).  Does this mean an ordinary electrician, or do I have to 
find a special contractor?  For that matter, could I do it myself?  

Any comments (or recommendations- know someone good?) would be welcome.
