  When you go to the school that shoudn't pose a problem. In the case of
  my wife for example, they accepted Antony no problem and since we
  could not locate the necessary paper (it WAS more then 25 years ago
  <g>) they then made us sign a few papers and they THEMSELVES requested
  the necessary information from the QC autorities.

  Perhaps your friends are not or were not aware that they could have
  the school ask for the document themselves. Saves a lot of headache.

  I think that the problem exist mostly for immigrant and for people who
  do not know how the system works. I'm not saying it's their fault just
  that it's not as bad as it looks.

  Yes that much is true, DON'T loose that paper otherwise it's quite a
  pain to get another one.
