I actually wrote a program that generated "this.group,!this.group.all"
for a site.  Input was the "arbitron" output for one machine and the
active file for the other.  It was a pretty gruesome alpha-beta
search but it did generate the shortest possible "sys" file.

Luckily, I was able to throw it away and make a much faster version
when all sites involved turned into INN sites.
