You are missing the point.  If you really have a problem with machine guns
and drugs in elementrary schools then ban them.  Be direct about the problem 
with the kids.  The baggy pants might indicate a child who might use drugs
or have a weapon but that is alot of "mights".   Now if you find a kid with
a weapon or a kid with drugs now you don't have any "might" or "maybe's".  
Banning baggy pants for example is not only wrong but stupid.  It hurts no one 
but the good kids.  The ones who you are trying to get at will just put on 
whatever pants are approved and add some other ornament.  like a gold ring; so
you ban gold rings.  Ok they go to some kind of necklace, ban that.  They switch
to a particular type of watch, ban that.  
Wouldn't it be alot simpler to be direct, get to the damn point and ban the 
drugs and weapons from your school.  Or would you rather your children are raised 
to accept a police state.
