The fact that you seem to think "crime" and "police" are mutually
exclusive is interesting. When the police violate your rights, that
IS a crime, and the police involved are criminals. I would agree with
you about the "average citizen" thing, though... The average citizen
in nearly all countries has very little chance of being seriously
abused by police. Even in the Soviet Union, most people did not have
much to worry about from the police--it was generally only the minority
that spoke out that got arrested.

As far as I know, I have nothing illegal on my web page, yet when I look
at the stats, I always find a bunch of hits from addresses with .gov and
.mil domains. Now, I can't say that my web page is being "monitored"
but, for example, I get at least one visit a month from
"relay.dia.osis.gov". If I make a reasonable guess for a web page, I
get http://www.dia.osis.gov/ (try it) and find a page with the header:

Welcome to the Defense Intelligence Agency, a Department of
Defense organization with members from all U.S. Military
Services. We encourage you to explore our WWW site and learn
about DIA and its role in the national security of the United States.
If you have any questions about DIA or our web site, please feel
free to call our Public Liaison Office at (703) 695-0071.

Another address I found in my stats is "relay1-ext.ucia.gov". I ran
ucia.gov through whois and came up with:

Central Intelligence Agency (UCIA-DOM)
   Washington, DC 20505

   Domain Name: UCIA.GOV

   Administrative Contact:
      Farnham, David (DF220) davef@UCIA.GOV
      (703) 874-2893
   Technical Contact, Zone Contact:
      Hudler, Bernie (BH314) bah@UCIA.GOV
      (703)-874-4111

There was also the Department of Justice and various other government
agencies.

This doesn't prove any sort of serious spying on me, though, because I'm
sure they're good enough at their jobs that it wouldn't be *that* easy to
notice. I'm sure that if they are seriously spying on me, they are doing
it in a much less traceable way. One possibility is that the CIA, DIA,
DOJ, etc. just happen to have employees with a personal interest in
anti-authoritarian leftist activism. Who knows.

btw, I HAVE won the lottery before, but it was just one of those scratch
card things up in Idaho, and I only won $2.
