Let's run the numbers.

.05%/decade * 1/2 of the time(only during the 11-year minima) *
(2006-1978) years =
.0005/10*.5*(2006-1978)=0.0007
(I'm not entirely sure how to apply the 1/2 of the time,
because the definition is not very clear.  However, other
possible meanings get similar small fractions.)

Multiply that by the solar constant, 1367 W/m^2,
and you have about 1 W/m^2

1 W/m^2 is less than the 3 W/m^2 required to explain the current
warming.
Therefore, even if this unconfirmed report is correct,
it is too small to be an explanation for the current observed global
warming.
