There is no more INS. The functions of the former (and highly broken) INS 
which dealt with helping people move towards citizenship are now under one 
bureau, the Border Patrol functions are now under BICE or the Bureau of 
Immigration and Customs Enforcement.

I hear they actually do raids and that sort of thing.
