Don't be so sure. Here in Boston, one can live quite happily without a
car, even though the subways close at 1 AM. The city is quite small, and
there are plenty of cabs. If you live in the central city (as I do), it's
easy to get by almost 100% on foot. 

In DC cabs are pretty cheap. It seems like one of those places where a car
can be handy, but is still basically a luxury.
