I would imagine that the person trying to spend decides this.... it would
seem to be a very flexible limit.

Well, actually, I would imagine that the extra person at the
convenience store handling the lottery purchases got their job from
these poor people, and the person handling the receipts from the
lottery, and the instructor in the PC lab purchased from lottery
proceeds, and....

Of course, you'd argue that the lottery was designed to keep poor
people where they are, but since I'm not poor and I play the lottery
I would tend to be the exception.
