Not to mention the fact that all those drug sales will be taxable,
right?

(Drug dealers, however, will not be liable for tax on the raw goods,
since this is a consumption, not VAT tax, but they will have to
report and collect the tax on goods sold.)

What's this? Those sales are already illegal, and wouldn't be
reported? Anybody think those same drug dealers might also use
illegal channels to buy their other goods?

Who, who is engaged in legal activities, falls on the wrong side
of the IRS?

It's a small enough tax that there's little motivation to go to much
trouble cheating (except for shipping goods from NYC to New Jersey, and
even then it's only for higher priced goods), and it's backed up with
income tax data such that hiding the sales would be difficult.

Massachusetts collects sales tax on what a car should have sold for, even
if it actually sold for less, or for a nominal dollar. (Gifts are allowed
within a family.)
