In 1981 Ronald Reagan introduced his concept of Reaganomics, the trickle-down
theory, and sold it to the public and pushed it through congress with a major
media drive.  His program consisted of major tax reductions for the wealthy
along with major increases in military spending.  Reagan's staff wrote the
bills and pushed them through congress.  I agree that congress shares the
blame, but in his first two years in office Clinton had a Democratic congress
and he still managed to reduce the deficit significantly.
