Al Gore pursued international and environmental policies that were just under the radar of the daily news. Clinton dealt with a lot of domestic policies that people could relate with because they affected their lives. Cheney is in a position to promote Bush's policies - whereas Gore stayed out of (the) Clinton's way. Cheney is much more visible in a tangible way to Americans. When Cheney goes off to Kyoto 2, I'll eat a bug.
