Actually, I had a nice long talk with two Visa reps on the phone
yesterday.  They both explained to me that it was "Completely against all
Visa agreements with merchants to require a minimum charge".  They took
down the store information and asked if I might call back around the 27th
to verify that the right department was handleing it.
You can bet I will, now that the ball is rolling.
