If users block cookies, then their browsers simply won't return the cookie
when they come again.

If your web server rejects requests that do not return cookies, then either
it's in a super-nosy mode that I've yet to see, or it's too broken for words.

Cookies are only benign if we either don't mind our browsing habits being
tracked, or we are aware of what the web site intends to do with them.

I am perfectly willing to accept cookies from globefund.com and the like,
but if you set a cookie where I feel it's not necessary, then you had better
make sure your software can deal with what I (legally) do in response.
