I get the feeling that your only running windows with 256 colors.  Which is
why your only getting two out of a possible 256 or 16k when viewing pictures
in Netscape, bacause windows already used up the rest of the palate.  Which
is also why dedicated picture viewers have no problem (as they create a new
palatte for every picture).  All I can recomend is reducing your res. to 
800x600 and setting your card to 16 bit color (that's if it's only 1 meg).
I think 16 bit in 800x600 works for 1 meg??
