  Not sure why you want virtual 'shell' services, but for virtual POP you 
may want to look at HESIOD.  The documentation is all available  as part 
of the FLORA server project at http://www.flora.org/flora/server/

  In essence, it makes use of a DNS like system that allows you to map
user@some.domain to otheruser@other.domain  within a sendmail MAP file.  
Because the 'forwarding' is based on DNS, it can be distributed and you 
can enlist the support of other servers to map your mail.

  All domains I run are using this system: user@flora.org is different 
than user@plcom.on.ca , and so on.

  I do, however, only have a single POP server - I don't see the utility 
in mapping it to be separate, but this could be done with additional A 
records and additional Cw lines in your sendmail.cf file.
