There is no such organization as usenet... there is no centraal usenet
cabal. Usenet doesn't cancel messages, they don't filter period...
So who isn't doing a very good job... As newsgroups for the most part
are un-moderated

WHAT USENET IS NOT
------------------

 1. Usenet is not an organization.

No person or group has authority over Usenet as a whole. No one
controls who gets a news feed, which articles are propagated
where, who can post articles, or anything else. There is no
"Usenet Incorporated," nor is there a "Usenet User's Group."
    You're on your own.

Granted, there are various activities organized by means of Usenet
newsgroups. The newsgroup creation process is one such
activity. But it would be a mistake to equate Usenet with the
organized activities it makes possible. If they were to stop
tomorrow, Usenet would go on without them."

So the only filtering that occurs is at your ISP, FreeNet because
of limited hardware resources filters out binaries, other "family"
based sites will block "adult content"

Various self-appointed Net-cops, will issue cancels, or run cancelbots
normally in their favourite newsgroups, normally to kill off-topic
spam, or from people they don't like. Beside virii like this one falls
under Darwin. If somebody is stupid enough to go to an unknown site
and run an unknown executable file... then perhaps they deserve the
outcome? Btinternet is responsible for the conduct of their users, or
the security of their NNTP server (if the usenet post was third-party
relayed) If they refuse to take action, some net-cop may...
