Your answer is a bit pedantic.
I didn't mean an organization in the sense of an agency. I meant an
organization in the sense of: "a group of people of like interests, a
body with a symetrical structure, having a common infrastructure".
A cabal, on the other hand, implies secrecy and devious intent - which
does not describe Usenet either.

Say what you will, but Usenet has demonstrated a level of
"organization" in it's ability to promote and solicit Usenet Death
Penalties (UDP) such as that recently used to pressure @Home to clean
up their act. While "Usenet" does not issue cancels, the individuals
and groups that collectively make up whatever "Usenet" is, do. And it
is this degree of cooperative organization that is absolutely
necessary for Usenet to function as effectively as it does.

What a depressingly cynical and irresponsible "I'm OK, Screw You"
attitude.

You obviously need to read up on your civil law. Three and a half
years ago, case law was created in the UK which has subsequently been
paralleled in the US. As I recall, if it can be demonstrated that a
Usenet provider has been made aware that he/she is distributing
material through his/her servers that is illegal or damaging and then
knowingly fails to take reasonable measures to intercede, then that
provider can, at least in part, be considered liable. This not only
applies to the provider at the point of origin, but also intermediate
servers as well.
