    At least not as I understand those words.
    The general public in Quebec are indeed people
    of good will, but badly represented.

*** I don't think your words above evidence much "good will"
    toward two people who acted in good faith, in public, 
    and in accord with the rules.  

    The rules for Meech lake ratification were absurd 
    -- a strong signal as to the quality of the 
    remainder of the thinking in it.     

Rene Levesque put it best when

*** RL did have his share of "good will".
    His "us" in the quite above presumably
    referred to Quebecers or to all Canadians
    and was not an ethnocentric crack at ROC.

*** The bickering will end only when it 
    causes a clear consistent and gradually
    increasing penalty.
    It will never end if rewarded
 
    Quebec is doing the bickering and
    ROC (via fed gov) has been doing the rewarding.
     (Although there are promising signs that this
      game is no longer working.) 
    Even still, the Quebec economy is declining
    since the public represents itself and acts
    in its own interest, unlike its governments.
