People of good will have always had the upper hand in Quebec. Why 2
prime recipients of transfer payments -- Elijah Harper & Clyde Wells
were allowed to scuttle a low cost initiative to redesign Confederation
only a forensic sociologist could say. Rene Levesque put it best when
he reprimanded errant party members with " dissention has run amongst 
us like a rat for 300 years."

But English Canada can no longer count on this lack of focus. One plan
to deflate the billowing egos of provincial 'leaders' might be to pick
a time to jam their phones, faxes & email servers with an indication
that many Canadians want a resolution to this endless bickering.
