In one way, my Mexican relatives are responsible.  They can choose to 
fight for improvements in their country, or they can come here to the 
U.S.  Our current laws, enforcement of these laws, our economy, our 
entitlements, and our procedures for due process make this a trivial 
decision.

I was under the impression that President Clinton espoused this notion 
of limiting immigration of Cubans to the U.S. to force change in Cuba.  
My analysis of the "rice bowls" at stake prohibits the President from 
taking similar action against Mexico.  The President can only take 
symbolic action, such as temporarily raising the number of Border Patrol 
on duty at the border.
