Dr. Denning: Do your key registration proposals cover encrypted data stored in-house by private parties, or do they cover encrypted messages sent over public common carriers? In other words, under the proposal, if I encrypt my diary do I have to register the key? Or would I only have to register the key if I want to transmit encrypted messages over some common carrier? -- Daniel F.
