LVT is a tax on land ownership according to market value.   A land owner who rents
his land at market value and pays market value tax will break even.   He will keep
no rent and pay no rent.   The landlord's tenant will come out ahead with the
change.  He will still be paying market rent as before, but in exchange for his land
rent he will receive public goods and services that were previously funded from
taxes on his earnings.
