If you are able to replace the cable, you can, as they say " Shoot 3 birds
with 1 stone". (well, you get an bonus bird with this scenario).
You will be able to get rid of the noise on the line as well as have a
connection for a telephone line and a Computer Network link between both
buildings.

I suggest doing the following :

Replace the cable with Shielded Twisted Pair (STP) Data Cable.
        The cable here in Australia costs AU $0.36 / Metre .. so it's not
all that expensive.
        The Cable has 4 pairs of conductors where each pair is twisted. (8
Conductors in total)
        You will be able to use this cable to carry both the Telephone line
to the other building, as well as run a networked computer.

Purchase 2 Dual RJ45 Shielded Sockets (one for the main building, and one
for the other building)
        An RJ45 Socket is the same type of fitting that's found on the back
of all modern Computer network cards.
        The Dual RJ45 Shielded Sockets should cost about AU $15.00 each.
        (You will need Dual sockets, because 1 socket will be used for the
telephone connection and the other for the Computer Network connection)

Terminate the cable at both ends to the RJ45 Sockets in the following way:

        ( Building 1's Dual socket is labeled 1A and 1B, Building 2's Dual
Socket is labeled 2A and 2B)

         ------------------------------------------------
          This is the wiring for Sockets "A" which will be used for the
Computer Network connection.
         ------------------------------------------------
          Socket 1A -- Pin 1 ===== Pin 3 -- Socket 2A
          Socket 1A -- Pin 2 ===== Pin 6 -- Socket 2A

          Socket 1A -- Pin 3 ===== Pin 1 -- Socket 2A
          Socket 1A -- Pin 6 ===== Pin 2 -- Socket 2A
         ------------------------------------------------
          This is the wiring for Sockets "B" which will be used for the
telephone link.
         ------------------------------------------------
          Socket 1B -- Pin 4 ===== Pin 4 -- Socket 2B
          Socket 1B -- Pin 5 ===== Pin 5 -- Socket 2B

          Socket 1B -- Pin 7 ===== Pin 7 -- Socket 2B
          Socket 1B -- Pin 8 ===== Pin 8 -- Socket 2B
         ------------------------------------------------

        Each of the 4 pairs of cables are twisted together, make sure you
don't " Split the pairs".
        ie: use pins 1&2 for one pair, pins 3&6 for the next pair, then pins
4&5 and then 7&8 for the last pair.
        If you "Split the pairs", you will loose the signal ballance, and
noise will be generated within the cable.

        The STP Cable has a small bare earthing wire that runs just under
the aluminum earthing shield.
        The RJ45 Shielded sockets have a metal enclosure to which you can
terminate the earthing wire.
        DO NOT terminale this earthing wire on both ends of the STP Cable,
terminate ONLY ONE END (doesn't matter which).
The reason you don't is because you will get what is called a " Grounding
Loop", which will actually CARRY electrical current along the shield of the
cable from one building to the other. What you want to do is SHIELD your
cable from the energy created by the electric fence, not provide an
"electrical earth return" from one building to the other.
(I am not going to go into detals why this can cause problems but there are
electrical safety issues relating to creating grounding loops.)

Finally, All you need to do is use Socket A on both ends for your Computer
Network ... and, Socket B on both ends for your telephone connection.
You will have to purchase leads to plug between the Computer Network card
and the RJ45 socket -- these have an RJ45 Plug on each end and cost only a
few dollars each.
You will need to use a Shielded (STP) Lead to connect your computer to the
socket that you have attached the Grounding wire to. (The other leads do not
need to be shielded types).

I hope this has not been too confusing for you.
Good luck.
