Protel EasyTrax is the best I have found.  It has gerber, ncdrill
outputs as well as dozens of printer and video drivers.

One place to get it free is AP circuits, Calgary, Alberta, Canada
BBS phone 403-291-9342.  They are a prototype board fab  house.
two 4x5 inch double side boards for $82 US. They will send you a
floppy with EASYTRAX as well as other goodies for $5 US.  I am
only a satisfied customer.
