The equation alters neither time nor clocks. Clocks are at best
mechanical contrivances that attempt to measure time (and that
rather poorly in some cases; even Hafele-Keating had some interesting
difficulties with quantum irregularities in their cesium-beam
ion units). Time is purely a *human* construct; one can go
with a Shubertian Clock Concept if one really wishes, inconvenient
as that will make most physics equations (as they would have to
be retrofitted to take into account their velocity relative to
the absolute time source).

We are, actually, fairly close to a Shubertian Clock Concept now;
the TAI in particular synchronizes time worldwide -- or tries to.
Apparently the clock in Boulder runs a bit fast.

In short, the universe is, and we try to measure it. Sometimes
we succeed. Regardless of how we pontificate as humans/scientists/goofballs,
experiment remains the best confirmation or refutation of a theory,
with observation taking second place.

(I've yet to work out the exact equation of time slowage, given
a certain gravitational acceleration. I've been a bit busy.)
