Stop this 'Prop. 13 wrecked the schools' stuff. I work for a school district, and started here in 1980, shortly after prop 13. They were hiring more then than they are now. There has not been any -wrecking- of anything by prop 13. Some or much of the income has been shifted from property taxes to things like use taxes. The cities now charge for their services, like trash pickup, or whatever. As a school employee, I saw more harm caused by the CA lottery in '86. This isn't a place to opinionize on why things are not built to earthquake safe standards. Remember, earthquakes don't kill people, buildings kill people. It is impossible to make a totally safe building. It is a matter of economics, and no one can afford total safety. Live in a tent if you want to be and feel safe. It would be a good idea to move to another locale if you want to feel safe. Better yet, just go away... -- Fortune cookie/Tagline for the week: Psychiatrist's secretary: "There's a man in the waiting room who claims to be invisible." Psychiatrist: "Tell him I can't see him right now."
