I suspect that you are right. And I think that Caltrans is not serving
us well by not makeing that information readily available. I think that
one should be able to gopher to a State of California site and find out
detailed information about the freeways and the schedules for upgrade
etc. In other words I think it should be realtvely easy to find out
all there is to know about the conditions of our freeways.

It seems to me that one should also be able to find out the status
of houses one is planning to buy or to rent with regard to earthquake
safety in terms that the average person could understand.
