Are you now supported by NIH or NSF funds?  Payback agreements are 
_very_ common with graduate and post-graduate training 
grants/fellowships.  I do not know the legalities of the agreement, but 
have had the impression that NIH personnel are willing to be flexible if 
you are willing to work with them.

Someone else asked how long are they going to be willing to follow you 
around.  I do have experience with that.  The NIH office made a 
calculation error and let me off the hook two years early.  Recently, 
they found their error and have contacted me in order for me to complete 
my payback forms for those two years.  Fortunately, I am still in 
science, so will have no troubles.
