These are just two examples of Pareto's Law (sometimes know as the
80-20 Rule).  Twenty percent of the people do eighty percent of the
work.  It shows up in all contexts, and happens at contractors too. 
There is a corollary in the old saying, "If you want to get something
done, give it to someone who is busy."
