This has nothing to do with the space budget; too much investment
in space actually holds back NASA aircraft programs. I am disappointed
at the overemphasis on space at NASA. Perhaps we should separate NACA
from NASA completely, give NASA all the space work, NACA all the aircraft
work, and make the budgets independent. Then each can argue for funding
on its own merits.
