This is the one that truly makes no sense to me. Residential customers already pay the second highest rates for electricity (street lighting is the highest) and are, individually, the lowest consumers. Supposedly *because* they use so much, industrial/commerical users pay a lower rate. So, what we have is a macro rate structure that rewards high volume use with the lowest rates (which are merely passed on to their customers), and we get a 'plan' that says that the already lowest volume users (who can't pass the cost on to anyone) pay even more. Huh? It seems to me that the greatest opportunity for reduced usage is with the highest volume users. And since the costs are passed on to their customers, then a true "free market" advocate would say "no subsidies" and no lower rates. -- ~ "emails are NOT lost, just delayed."
