The cost of the distribution and customer service component is a *lot*
higher for residential users than industrial users.  

BTW, under the latest rate structure, the cost of the "under 130% of
baseline" rate freeze is being charged to commercial and industrial
customers, not just high volume residential customers.  This is the
first time there has been an explicit cross subsidy in the California
rate structure, a point made in opposition to doing so by the
commissioner who filed a dissenting opinion on the rate decision.  (His
dissenting opinion was generally well-reasoned and well worth reading.)
