Yes. Of course, you would be well motivated to actively try to find work 
closer to home or vice versa.

We all get taxes for different reasons at different rates everyday. I 
fail to see why this method would be any more offensive than what already 
exists. If the I.R.S. is going to be the second largest agency of social 
engineering, then I say put it to good use.

Yeah, I see what you mean. It makes so much more good sense to 
financially reward people for each offspring that they spawn. First, 
people who want kids would do it anyway, so why reward them? Second, 
government should not be in the procreation business.
