Because dramatic measures like "zero emmissions" cars are more attractive to politicians and bureaucrats trying to build a resume than (frequently more useful and effective) incremental ones. It is similar to the reason politicians like to promote hugely expensive -- but high profile -- train-based transit systems when busses are usually much more cost effective.
