They were prototypes in use.  They were built to guage public reaction 
to a hydrogen carying vehicle.  They did get a good number of Hindenburg 
jokes, but according to the PBS show, people were using them.

The fuel-cell busses powered by natural gas don't make nitrogen oxides 
because there's no flame.  They do still produce CO2, and the CO2 is 
created without producing any useful energy.
