people keep up the self-deluding chant that new plants

LA Times: Dwp to Ask New Power Plan Bids

 -- David H. Wiggs, general manager of the Los Angeles
Department of Water and Power, confirmed Friday that bidding
for a new power plant to replace the aging Sun Valley
Generating Station will be reopened. The move follows a dispute
with union leader Brian D'Arcy who complained that the $238m
contract should not have been awarded to The Industrial Company
because the builder is not unionized. Wiggs said the decision 
to restart the bidding process will delay the project by 6 months,
and set a new completion date of November 2003.
