Actually, soot (of some particular size range) is one of the worst
pollutants, in terms of health effects.  Check last year's annual index in
Science News if you want to check the reference.  I think soot and ozone
are the worst offenders.  

I have no idea how much of the soot in city air comes from diesel exhaust.
