They'd have to give away EV's to meet any sales quotas.

Reducing oil imports could best be solved by a tax on imported oil.

Sounds like good idea to me.  Leave the cars alone, they have 
suffered enough already.  Lets but the busses back on overhead
electric wire, and put anything being carried by trucks back on the railroads.
Let them take some of the burden for a change.
