Promote the fiction?  Why would business owners want to do that?  What's their 
motivation for promoting fiction?

There are several restaurants here in Houston that have banned smoking, and 
others that only allow it at outside tables.  So left to their own devices, at 
least some business owners will select to make their restaurants no smoking.
