That seems to be the current state-of-the-law in Texas.  What I'm saying
is it should NOT be that way.  In my opinion, when a property owner
decides to rent out their property for other people to live in, the
primary concern should then be for the rights (to privacy, etc.) of
the people who are living there (it IS their home, whether they own
it or not), and the rights of the property owner come in a far distant
second place.
