Or provide for an environment where unscrupulous individuals get easy "money" from the poor through the vouchers. Or create a black market used to trade their children's future to put food (or worse) on the table today. Similar to the food-stamp black market that exists today. I agree it allows (not the anyone PREVENTED) private schools in poorer districts (certainly the Catholic Church has a couple...). But encouragement is soemthing else. They need to have a good feeling that PARENTS will use the vouchers, and that the STUDENTS will attend. The schools already lose money if students skip class, and the vouchers will be no exception. If getting kids to attend and actually learn in school wasn't a problem, I doubt if public schools would have any problem at all. If the kids are not actually going to be sitting in class, even vouchers do not provide an "economic incentive". The failing in the public schools is related to the more "liberal" teaching concepts, such as allowing failing students to continue playing football (Football players don't need to learn to read, just run with a ball). Don't teach them "white-man's things", since it is against their civil rights to deny them their cultural heritage. Shit, I'm part American Indian, however, I haven't been denied any heritage unless I've denied myself. Bring on the vouchers, as *I* can benefit from them! > Mark Harrison, mharriso@dsccc.com - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - David L.
