The buses wouldn't necessarily run empty.  Proper scheduling would entail 
students to get out of UBC and onto the buses as quickly as possible.  
Here's an example.  At xx:25, :27, :29 run the #4, 9, and 10 trolleys out 
of the loop to allow time for the students to get from class to the 
loop.  At the same times, run the #25, 41, 49 out.  With this method, 
someone who misses the #4 can just wait 2 minutes for the #9, and 2 more 
minutes for the #10.  When the buses all leave at once, you have to wait 
10+ minutes for the next batch.

I got this stat from personal experience.  Unless I'm really unlucky, the 
10% no-show rate is valid as I have been all over the region.  BTW, what 
is the real stat? --
