This has come up before I while I don't have the references, it was posted that
one can be in the intersection when the light in one's direction is red, but one
can't enter the intersection when the light in his direction is red.

The meaning of a yellow light is covered by another's post so I'll not repeat
that.

To speed up to beat the red is not to be recommended because it can be assumed
that one is not proceeding with the proper caution a yellow light indicates.

Also, another subtle risk is that if one races through an intersection on a yellow
and some damn fool jumps the red light and your vehicle and the damn fool's
vehicle collide, after the dust settles, your light will be red and the damn
fool's light will be green and at your trial (or inquest) other's will testify to
that 'fact'...

Sincerely,
