Either way, we both agree that the current > system simply doesn't work, and needs to be replaced. The only question is...will it ever happen? I had posted around 2 months back on the topic of the new 60 mph limits on I-81 in the Roanoke and Harrisonburg areas. My proposal was to raise the speed limit to 70 or 75 mph (depending on the actual 85th percentile speed of traffic). One person responded that that would only result in an increased speed gap between the slowest and fastest drivers. Obviously, there is already a speed gap in place between the slowest and fastest drivers (i.e. the ones driving the speed limit and most everyone else). If the existing speed limit isn't slowing down the majority of traffic, then why not raise the speed limit in an attempt to speed up the minority of traffic. Whatever reduces the speed differential is bound to reduce accidents.
