DECUS TeX is the kit for you. If you don't know your way around TeX/LaTeX or
metafont find somebody who do to help during installation. Otherwise you will
find that you in the end will know more about these things than you wanted to.
I found that it is a good idea to have the TeX book and the Metafont book at
hand. The latter is vital when you try to mend broken scripts for dvips.

The gnu c compiler or VAXC can come in handy at times. If you happen to have a
Pascal compiler you are lucky.

My experience are based on last years decus tape. If they have released one
this year the problems might not be the same.

Good luck,
